Thomas Jefferson believed that everyone should have religious freedom and that church and state should not be mixed, at first Virginians that weren´t anglicans were fined and put into jail, this led to a lot of baptists locked behind the bars, Jefferson noticed that and in the Virginia Bill he took the first step towards religious freedom, by exempting baptists from paying taxes and fines to support Anglican church and clergy.

The Executive Order 9066 was enacted because many Americans, after hearing of the December 7th attack, came to distrust the Japanese Americans, and thought of them as spies, secretly sending information to mainland Japan in exchange for money, etc. The Government used Executive 9066 to "protect" the Japanese, however, the Japanese received poor housing and had the bare necessities. Later on in the war, conditions improved.
