The Bank's existence is a great example of implied powers: the Constitution doesn't say that Congress has the right to establish a bank, but its defenders claimed that one was necessary to carry out the Congress' power to collect taxes.

Even if prices rebounded, they said, the Gulf was running out of recoverable oil. But technology proved them wrong, as new deepwater drilling techniques allowed energy companies to find oil and gas in ways that would not have been imaginable just 25 years ago.
