The first actions for budgetary reform were taken at the local level of government. A form of public administration<span> which, in a majority of contexts, exists as the lowest tier of administration within a given state is called local government.  Local government term is used in contrast with the state government. It generally act within powers assigned to them by legislation or directives of the higher level of government. Such as the president. </span>
