Should our interpretation of the United States Constitution evolve over time?

Depends,
On some occasions we want to stay true to our roots in the constitution like the second amendment where you have the right to bear arms. But as time goes on, more situations occur that people can some times “bend the rules” a bit like if you took something and walked out of the store (On purpose) then someone caught you, you could just say that you forgot that you had it and it was as a honest mistake.
