Cuts did not affect all sections of the population equally. Things such as social security, medicare, and veteran's pensions. But other things such as urban mass transit, food stamps, welfare benefits, job training, and many more things took a major cut and hurl low income families.

President Ronald Reagan re-structured the economy by adding new income tax brackets, to all ranges of society. But he also re-distributed resources from programs that he believed required a new structure. However, the funds assigned to them were not enough to satisfy the needs of the U.S. population and they assigned more money than their income and red numbers started to show up and grow.

There is a balance of power that shifts based on what the American people want, and based on our ever changing needs. This encourages change. It can have the problem of becoming gridlocked though, where congressional representatives from both parties will refuse to work together based on disagreements.
