It thinks the answer is yes, but of course, it should still be under careful investigation and talks with the country in which the person came from. There are existing laws on how to handle prisoners of war. It should be followed to ensure that prisoners of war experience that their rights are given.  
Appropriate action shall be given, depending on the degree of the committed violation or crime that the prisoner had done.

He believed that African-Americans should have their own peace of land where they could live freely and not suffer from harassment.
