if it is less then, u set it up like this...
-19 < = 4x - 1 < = 19
so ur 2 inequalities are :
4x - 1 > = -19 and 4x - 1 < = 19......it is not OR....because if it is less then, it is AND...but if it was greater then, it would be OR
