In 1999 rice production = 400 million tons 


400-350= 50 million ton increase 

50/350=.1428   To calculate the percentage increase you divide the total amount increased by the initial amount to determine the percent. 

Therefore the world rice production increased by approximately 14% from 1990 to 1999.
