Your computer running Windows 7 is doing some very strange things with the operating system. You are fairly certain it is not a

hardware issue. You need to try to get further insight into what is going on within the operating system. Which tool would be best-suited for this?

I think you need to reinstall the windows first then try to install any good malware/ antivirus software's such as avira, malewarebytes etc. to scan and clean any viruses and bugs that are preventing windows from running normally.
