Answer:
One of the biggest problems was that the national government had no power to impose taxes. To avoid any perception of “taxation without representation,” the Articles of Confederation allowed only state governments to levy taxes. To pay for its expenses, the national government had to request money from the states.
Strengths of AoC
- landmark in government
- provided loose confederation (at least some disjointed unity)
- kept alive the ideal of Union, held states together until they were ready to implement a strong constitution
- congress still effective in passing land laws (Land Ordinance of 1785, Northwest Ordinance)
Negatives of AoC
- Congress was extremely weak: no power to regulate commerce, states left free to establish laws that were different and in conflict with one another (tariffs, navigation)
- no tax-collection program.

B. The Enlightenment did much to shape the American founders and the American system of government.
The Enlightenment was a time in Europe from the 17th century where there was a radical shift in thinking and new ideas gained support such as:
- the need to separate the church from state
- the idea of a social contract between rulers and those they ruled
- the need for humans to be able to choose their own government
These ideas were included in the Constitution of the United States so we can conclusively state that the Enlightenment shaped the Founding Fathers and the American system of government.
