When a group of words are arranged to make a complete sense is known as sentence. There have to be a subject to predicate and at least one independent clause. The given line does not make complete sense. It does not have an independent clause. So it is not a sentence.  

When a sentence consists two or more independent clauses but the clauses are either joined by a proper conjunction or separated by punctuation mark is commonly called as Run-on sentence. The given line has no independent clause so it is not a run-on sentence.  

A fragment is a part of a sentence. It is incomplete in construction. The given line too is incomplete hence it is a fragment.
