1800 gal converts to 7200 quarts, and divide that by 60 you get 120 quarts of water per second.

Well first you would have to divide 1800 by 60 (because there are 60 seconds in a minute). which would equal 30. then divide that by 4 which would be 7.5. and theres your answer. 7.5 quarts per second.
