Of the presented options in this problem, the most probable and the most likely to be the answer would be C. order of importance.

Though this problem is quite tricky since these signal words, first, following, and next, can be used by most, if not all, of the presented options. Cause-effect would be a good one if there would be more than one causes and effects. Comparison-contrast would be a little bit far but it could be. A simple listing would have no problem. Spatial order would also be good and time order as well. The thing is, what really sets it off would be the second signal word which is following. That would erase the A, B, and D. options.
