Part A) Y cannot be described as a function of x, because in order to be a function, there can only be one input, the x value, for every output, f(x) or the y value. Since the x value, 16, generates two y values, -2 and 2, this cannot be called a function. 

Part B)

f(20)= 25(20) + 16
f(20) = 500 + 16
f(20) = 516

This is the total cost, in dollars, of renting the truck for 20 hours. </span>
