I'd said it is Hugo, because he wants to eliminate expensive public programs.

Explanation:

The question is that you are trying to prevent using so much spending on the candiates. There is only one candiate that elimates so much expense on public programs, which is Hugo. Li, she wants to improve public programs but, to improve them you have to spend more money which is not what they want so you cross out "C" and "D". Then, you have "A" and "B" still which, B is when you eliminate expensive public programs which I mean it does save a lot of money, but some people will be missing them but you can rebuild them with cheaper costing ones so you can save money. So, if my opinion had to pick one of these answers..... I would pick B.
