Take care of the exponents. 

4^3= 4*4*4 

4^3= 64

4^-3

Make it a fraction to make the power positive. 

\frac{1}{4^3}

Now, simplify. 

\frac{1}{64}

64* 1/64= 1

The answer is 1.
