Francis Cabot Lowell is known as the Father of American Textiles. After seeing a textile machine in England, he came back to the United States and created a textile mill. He also hired young women to work in the mills and paid them a lower wage than the men. He is also credited for starting "Mill Towns".
Congress took all the steps of placing taxes on personal income, property and business, and various goods imported to provide revenue for the republic. They didn't impose land title fees.
