The question was whether the slave population would count when determining a state total's population number, which would be used to determine the number of seats that each state would have in the House of Representatives.

The compromise that was reached was to count every three out of five slaves as a person for this purpose. It gave the Southern states a third more seats in Congress than if slaves had been ignored.
