Prior to 1800, the government used to sell land very cheaply. However, one of the problems of this was that the land could only be bought in massive expanses. The government sold sections of 640 acres, which were too large for an average farmer to acquire and maintain. What this led to was the rise of speculators. Speculators would buy large plots which they would eventually divide and sell in smaller pieces to private farmers.
