The government sold sections of 640 acres, which were too large for an average farmer to acquire and maintain. What this led to was the rise of speculators. Speculators would buy large plots which they would eventually divide and sell in smaller pieces to private farmers.

That being said, both nations were pretty adamant that they're not interested in any form of colonial relationship with the Europeans. They wanted to maintain complete autonomy over their territories and not afraid to retaliate if the western nations started to show that intention.

Serbia and Montenegro spit definitely in 2006, although the country was before called "Serbia and Montenegro", and there were clear boundaries between the territories. 

Kosovo is, depending on the point of view, a independent country in the Balkans, with an Albanian population, or a part of Serbia.

The thing is that Serbia has no de facto power over Kosovo, and Kosovo is de facto independent, but on the international stage not every country recognizes Kosovo as an independent country.
