Answer:

The main reason for the use of personal protective equipment by first respondents is that since personal protective equipment is used in case of chemical hazards, serious injuries, radiology injuries, serious physical injuries,electrical or mechanical hazards, whenever someone goes through something like this, their first instinct is call the first responders to come and control the situation.

Therefore first responders must be properly equipped and trained to handle and control the situation at hand.

When developing countries grow the population grows but many people don't have the health they need. So they end of in poverty or very unhealthy 

I would say it helps benefit people in dev countries by giving them more health options. They would live longer, healthier, and develop faster than others.
