While some in the America's received the Monroe Doctrine with suspicion and skepticism, it was unlikely that it was intended to be an early statement of US imperialism. At the time, the United States lacked an effective navy or expeditionary force that could project significant power, particularly without the backing of England. It is more likely that the doctrine was a matter of self preservation, creating a tenet that would also be supported by other independent American nations. In the latter 19th century and into the 20th century, however, there is ample evidence to suggest that this doctrine was reinterpreted to justify US imperialist ambition. While this may not of been the intent of the doctrine, it surely was it's end use.
