Find the slope of perpendicular line
m₁ × m₂ = -1
-4 × m₂ = -1
m₂ = -1/-4

Find the equation of perpendicular line
y - y₁ = m(x - x₁)
y - 9 = 1/4(x - 8)
y - 9 = (1/4) x - 2
y = (1/4)x - 2 + 9
y = (1/4)x + 7
