So, e.g a frycook at McDonalds refuses to make his boss a Big Mac. "Shirking" means to avoid or get out of doing something, normally. So "shirking his duties" sounds like as if he got out of doing his work or he avoided doing something he's supposed to do. And "precipitated discipline" sounds like Spitz, the character in this sentence seems to mean that he decided to own up to himself and started to build up discipline, becoming an inversion of himself.
