The author is very heavily using sarcasm in this excerpt. She clearly describes several actions her little brother takes that anyone else would almost certainly describe as irritating. Therefore, because we know that the author is being sarcastic, we can infer that even though she's <em>acting </em>like her little brother is adorable, she actually means the opposite of what she's saying, and thus feels annoyed by her little brother.
