The Spoils System is a practice
where the victorious party rewards its supporters with government jobs or
appointing them to government positions. It was the ‘norm’ from the Presidency
of Andrew Jackson right up to the end of President’s Garfield’s administration.
Well, President Garfield was killed by a man named Charles J. Guiteau, a
mentally-ill man who believed he had helped the president win the election and
so expected to be rewarded. Guiteau was not given a gov’t post and so plotted
to kill the president and was successful. The assassination helped usher Civil
Service Reform in the country.
The United States shouldn't send troops to fight ISIS because of the casualties. Ground fighting will result in more casualties on the US side than it will on the ISIS side. The reason being that ISIS knows the terrain and will fight in a guerilla style warfare. If the US bombs ISIS then it will result in Innocent civilian lives lost. Which may angry to the US involvement.

Examples of propaganda of the deed would include staging an atomic “test” or the public torture of a criminal for its presumable deterrent effect on others, or giving foreign “economic aid” primarily to influence the recipient's opinions or actions and without much intention of building up the recipient's economy.
