The Emancipation proclamation declared that all people who were held as slaves within the rebellious state were set free. The main purpose of  the Emancipation Proclamation was to encourage rebellious states to rejoin the Union. It led to the total abolition  of slavery in the states. Emancipation Proclamation specifically permitted free African Americans to enlist in the Union Army And Navy.In the South, many enslaved people reacted to the Emancipation Proclamation by joining the Confederate military which was the land force of the confederate states of America during the civil war.
