0.24 / 1.2 = 0.2

That means that 0.24 is 1.2 times bigger then 0.2. Looking at this year's results we find that 0.2 was the saturation of NORTHWEST region.

For the second part of the question, we'll do the same thing. Now, last year's value was 0.25 of one of the region's this year. To find it, again we divide:
