The “Articles of Confederation” was the prime constitution of the “United States” implemented after the approval of all 13 states of the former confederacy. The Articles came to influence in 1781. In the beginning, only distrust was shown against the articles especially concerning the formation of a sturdy central government in the country. The lack in the confederation initiated the ‘American Revolution” and many other rebels. One such issue was another with the Articles was the lack of central judiciary. These problems were foreseen by the draftsmen’s of the constitution was then replaced by the current constitution of 1789.  

The “Constitutional Convention of 1789” assembled in Philadelphia to amend the former constitution. The delegates decided for a new draft to be proposed in the convention drafted by James Madison. The drat was introduced by “Edmund Randolph”, the Virginian Governor 15 resolution proposing a legislative branch with bicameral Legislature based on the principle of rotation. It also emphasized broadening the structure and judicial power of the federal government.

The Articles of Confederation was America's first constitution used after gaining independence from Great Britain. Considering that America separated from the British due to a tyrannical central government, the delegates who created America's first constitution wanted to ensure that the new US government would not end up the same way. This is why the Articles of Confederation gave state governments significant power and the federal government almost no power.

For example, the federal government could not tax, coin a common currency, or effectively raise an army. These were just some of many problems the new constitution caused within American society. To fix this document, delegates met at the Constitutional Convention. However, after much debate, the delegates realized that the Articles of Confederation could not be fixed and instead they needed to start with a completely new document. This new document, our current US Constitution, would be greatly shaped by debates over the size and scope of the federal government. This would see the beginning of political factions within the US as the federalists and anti federalists debated how much power the federal government should truly possess.

I believe they should be allowed to vote, because decisions in the government should involve citizens who are from an associated free state, like Puerto Rico. The reason I think this is because the government does take part in the decisions of Puerto Rico as a country, and as a associated state.
