Magna Carta, also known as the Great Charter, was signed by john Lackland in 1215. He was forced to sign because the Barons rebelled against his taxation abuses. Moreover, clause 12 clearly states "no taxation without representation".
The Petition of Rights was signed by king Charles I in 1628. It was a memorandum drawing attention to the fact that civil rights had been disregarded by the king who applied illegal procedures (forced loans called Benevolences) to raise money.
