For the rectangle on top, the perimeter (the lengths of all the sides added together) is 5+4+5+4=18. The area (the length of the base times the length of the height) = 5*4=20.
For the larger rectangle on the bottom, the perimeter would be 10+2+10+2=24. The area of this rectangle would be 10*2=20.
The two rectangles have the same area (20) but not the same perimeter.
