1.5 as a percent would equal 150% because imagine that the decimal was in front of the 1. Now all you would do is move the decimal over 2 and BAM 150.
If you try it on paper it makes more sense.
Now 1.5 as a fraction is 3/200. Don't ask me how I know that, but I just do.

"Percent" means "per 100" or "over 100". So, to convert 1.5 to percent we rewrite 1.5 in terms of "per 100" or over 100.

Multiply 1.5 by 100/100. Since 100/100 = 1, we are only multiplying by 1 and not changing the value of our number.

\frac{1.5}{1} × \frac{100}{100} ≈ \frac{150}{100}

150/100 is 150 over 100 and means 150 per 100. 150 "per 100" means 150 "percent" or 150%

Therefore, we have shown that

1.5 = 150%

AS A FRACTION

Rewrite the decimal number as a fraction with 1 in the denominator

1.5 = \frac{1.5}{1}

Multiply to remove 1 decimal places. Here, you multiply top and bottom by 10^{1} = 10

\frac{1.5}{1} × \frac{10}{10} = 15/10

When this is reduces you get 3/2

and as a mixed number it's 1 and 1/2
