The significant of the Elkins Act of 1903 was that that the United States Congress tried to increase the power of the Interstate Commerce Commission to establish rates for the cargo railroad rates. The high transportation prices had been a serious problem that affected many people such as farmers. So with the passing of the Act, Congress ordered railroads to maintain their prices and established penalties in case of disobedience.
