Joiner hit oil in Rusk County that dwarfed Spindle top and Borger strikes. There were over a thousand producing wells within the city of Kilgore. Led to a sharp decline in oil prices so the Texas Railroad Commission tried to limit the production of oil so the economy would improve Sterling enforced martial law.
