The universal ideas behind artifacts and the specific idea that motivated the creator of a particular artifact are always equal.

No, these two factors are not always equal. A large sign of organizational culture is the presence of artifacts. The individual that created the artifact does not always match with what the culture as a whole might represent the artifact as being. This is an important difference, as the creator had a subjective mindset for creating the artifact.

Digiron [165]
Taxes.

The tax burden in France, prior to the French Revolution, fell on the shoulders of the 98% of the population that made up the Third Estate. The First Estate consisted of the clergy, and the Second Estate was the nobility. Those two estates overlapped in some ways, because high ranking church officials functioned as a form of aristocracy too. And the two leading Estates colluded with one another to keep the system operating the way it was, with them having all the privileges and powers underneath the monarchy.

Compare the importance and opportunity of education in the north to that in the south.

The Northern population was more likely to be middle class, as well as more likely to engage in different trades besides agriculture. This meant that education in the North was more common and widespread than in the South, where it was the privilege of a few lucky ones.
