I believe the answer is; Populists wanted the government to make unlimited silver coins.

The majority member of the populist party at that time did not understand the concept of inflation. If the government made unlimited silver coins, the abundance of silver coin in the market would bring down its value, which make people nee do spend more coin to obtain same amount of product.
