Art can be defined as the product of human creativity and expressions, the expression of creativity of an individual usually in the forms of paintings, sculptures, music, and such. 
Decoration can be defined as the process of adorning something. It has the purpose of looking aesthetically pleasing.
Visual Literacy focuses on the communication. Usually, it involves both communications to others via visual elements as well as being able to understand and interpret the overall meaning. It is a skill in which someone deciphers and defines information given to them in the form of an image or art.
