He believes that, sometimes, the government can pass laws that differ from what people know in their heart to be true. Therefore, it is better if the government governs very little, because this problem will arise less often.

In the end, a doctor appears to give the epilogue. He tells the audience to forsake Discretion, Strength, Five Wits, and Beauty since they will forsake everyone when the time to die comes.
