<span>The USSR was created in November 1917 by the political part called the Bolshevik Party. At the time it was lead by Vladimir Lenin. Then later in 1923 Joseph Stalin established communist rule for the former russian empire after a brutal civil war that happened in 1921. Hope this helps!</span>
