To tell atoms of the same element, it is safe to look at the number of protons. In neutral atoms, the number of protons will be equal with that of electrons but nonetheless, electrons are easily knocked out of their orbit to create charged atoms. Neutrons, on the other hand, can slightly vary in number  creating different isotopes of the element. Changing the protons would change the atom into that of another element. Protons, therefore, are used to place an element on the periodic table.
