Explanation: Just to elaborate a little on the answer, it can be added that figurative language goes beyond the literal meaning of words in order to offer the reader a more provocative, persuasive, and suggestive text. By using the verb "dissolve," rather than "break," "cut" or "cancel" in his statement ("In the course of human events it becomes necessary for one people to dissolve the political bands which have connected them with another"), Jefferson was making a forceful and categorical point. Obviously a political band cannot dissolve like salt or a sweetener; a political alliance between two countries is, in itself, something intangible and immaterial. Nevertheless, the reader is forced to visualize in his or her mind a physical band (that stretches between England and the United States) that is being progressively erased, its particles falling down from above, and, by doing so, Jefferson's point becomes more convincing, or, at least, definitely more appealing.
