The excerpt is from the book "Utopia," by Thomas More, published in 1516. A work of fiction and a socio-political satire, Utopia tells the story of an imaginary place that is peaceful and tolerant. Some of the modern features More included in his account were euthanasia, the welfare state, religious tolerance, and divorce.

In this excerpt, we can see that Utopians are interested in taking care of those in need. This is shown throughout the text, but the clearest example is how towns that have plenty of provisions provide for those that are dealing with scarcity.
