The possibilities that the number begins with a 3 and ends in a 2 or 0 is:

possibilities = 1 * 10 * 10 * 1 + 1 * 10 * 10 * 1 = 200

 

Therefore the probability is:

P = 200 / 10,000 = 0.02 = 2%
