The House of Representatives.

Both the House and the Senate have the power to punish their own members for diorderly behavior and small infractions. It would take a two-thirds vote in either legislative house to expel or fire a representative.

These rules are found in Expulsion and Censure Article 1 Section 5 of the Constitution.
