I believe the answer is: A.another state joined the United States

Each states in united states has the right to send two senators to represent their state in U.S Senate. The number of senators would not be influenced by the number of population of the states. So, the number of senators could only be increased if there is other state beside the current 50 roster to be included and join united states (for example, puerto Rico is a strong candidate for this state addition)
