Technician B is correct in saying "<span>no matter the circumstances, always use a halter and lead rope</span>". The minimum requirement for Horse restraint is a halter and lead rope. It is not advisable to attempt a horse restraint without a halter and lead rope in place, and with someone holding the horse.
