1) One of congress electoral power is that the House elects a president if no candidate receives a majority of electoral votes.

2) The impeachments of presidents Andrew Johnson and Bill Clinton are that the House impeached them and the Senate acquitted them.

Further Explanation:

1) In such situations when there is no absolute majority then contingency election is carried out in the United States, which is a method utilized in presidential polls in the case where no candidate obtains an independent majority of elections in the Electoral College, the democratic mechanism for choosing the president and the vice president of the United States. A contingent election is used to determine the president who in such scenario is determined by a vote of House of Representatives, in the scenario of contingent election for choosing the vice president is determined by a majority of the United States Senate. Article Two, Section 1, Clause 3 of the Constitution of the United States, established the contingent election method, which later altered in 1804 by the 12th Amendment. The president and vice president in the United States, are discursively chosen by the Electoral College, considering the sanction of the 23rd Bill in 1961 comprises of 538 presidential constituents from the fifty states and the District of Columbia. Presidential electors are directly elected on the state to state basis.

2) President Andrew Johnson argued radical plans intended in Congress due to the Reconstruction, favoring a more tolerant approach. He attempted to dismiss Edwin Stanton who was secretary of war, a captain among the Republicans who was radical. These were some of the circumstances which generated conflict among Johnson and Congress and directed to their trial to impeach him. on October 8, 1998, The impeachment of Bill Clinton was begun when the House of Representatives chose to initiate impeachment procedures upon Bill Clinton, who was the 42nd president for soaring crimes and misbehavior, which were consequently described in 2 sections of impeachment. The particular invasions upon the president were reclining beneath swearword and interference of justice, onslaughts which originated from a passionate harassment prosecution filed upon Clinton by Paula Jones. Clinton became the second American president to be accused following Johnson on December 19, 1998, when the House formally approved the provisions of impeachment and assisted them to the Senate for verdict in the United States.

The correct answer for 1 is
B)the house elects a president if no candidate receives a majority of electoral votes.

If there is a deadlock and nobody wins, the house chooses the president and the senate chooses the vice president. If there is still nobody chosen then the speaker acts as a president until a president is chosen. This is described in detail in the 12th amendment.

The correct answer for 2 is
C)the house impeached them and the senate acquitted them.

They were the only two ever to be impeached and both were acquitted of charges by the senate. Clinton was impeached because of the scandal while Johnson was impeached because of issues regarding firing people and allegedly being corrupt.

Why was there such a large debate in Congress every time a U.S. territory was ready to become a state?
Eduardwww [97]

Answer: When the United States was still gaining more states, congress had a debate if the state should be a slave state or a free state. In slave states, slavery was legal while in free states slavery was illegal. Obviously, the slave states were also conservative while the free states were more liberal, so there was a debate of that too, but the bigger debate was over slavery and its legality. Assigning states to be slave or free was just a bandaid on a gunshot wound as the U.S congress hadn't made the choice of wether slavery would be illegal or not in the whole continental United States.
