The Pilgrims government came about because the Pilgrims had the necessity to create a new colony based on a set of laws created by themselves and was important because it was the first document to establish self-government in the New World.

Explanation:

Pilgrims created a set of laws for ruling themselves in order to quell the rebellion before it took hold. These laws were created per majority agreement. In this way, On November 11, 1620, 41 adult male colonists, including two indentured servants signed the Mayflower Compact.  

Apart from being the first document to establish self-government in the New World, the Mayflower Compact was a successful attempt to democracy as well as it played an important role in future colonists who will seek permanent independence from British rule in order to shape the nation that became the United States of America.
