Tens Place: 5

Hundreds place: 9

Too round 954, your going to find the hundreds place. Which would be 9. Once you've found the hundreds place, look at the number on it's left. If it's 5+ 9 would become 10, if it's under 5 that number would become 0 and so would every number too the right.

954 -->  1000

That being said, your answer is 1000.
