So! We want to make sure that each gift shop gets as much as the other giftshop, and each nursery gets as much as the other nursery! So, we set up a table!
                                Gift Shops I   Nurseries
                                ________  I _________
                                    28          I    4
                                    22          I    8
                                    18          I    12
                                    16          I    16
                                    12          I     20
                                     8           I     24
                                     4           I     28
And so on. We can figure out the exact number by dividing 28 by 4.(No odd number can be chosen for the two locations that each column specifies, as you cannot divide an odd equally.)
