Explanation:

In the First Peloponnesian War, Athens used its large navy and naval skills in operations against its enemies, having success under the leadership of the great statesman Pericles. The Second Peloponnesian War ended with the defeat of  Athens and its conquest by Sparta, which had laid siege to Athens and managed to submit its rival city. The difference in tactics are largely related to the fact that Athens was a naval power (it possessed a large merchant fleet) and Sparta a land power (its infantry was the best of the ancient Greek world).
